I am afraid she will be eligible to apply after 5 years as she has been given visa under new rules. The leaflet is just a guidance note and has no legal standing.

Hi
Is there anyone who can help me
My wife enter in UK on 12/03/2011 as a tier 1 (psw) dependant and then on june 2011 she was switch to Tier (general) dependant in june 2013 she got extension in same category and then in april 2014 i got ILR under 10 year long residency and in july 2014 my wife got FLR(M) for 2.5 years and now she have got extension for another 2.5 years in same category. In Sep 2015 I got British nationality as well
My question is can she apply for SET (M) or SET (O) as she have been in the UK for more than 5 years as my dependent or she have to wait for another 2.5 years before to apply for ILR which will be in july 2019
