How every can one apply for BC after ILR? does it have to be 12 months

In that case you are a section 6(1).
Wait 12 months.
Make sure you were physically present in UK 5 years before date of application (and can prove it) too.

Suggest read all of AN guidance and booklet (as well as AN form) to be sure of what you are doing, its all quite clear and comprehensive.
