FLR(M) Form for EEA Spouse

Help Please.

I'm a UK Citizen and my partner moved to the UK in 2011 and we got married in 2012. We have two children born in the UK in 2014 and 2016. She has been a housewife/mother from the start and we didn't know about the Comprehensive Sickness Insurance (CSI) until recently. She has CSI now.

My specific question is can she apply to remain using the FLR(M) being a French national within the UK?
