BC for Children born in UK - MN1 or Form T

Hi, please share your expertise on this please. My cousin is on ILR planning to apply for her children for BC. Both children are on ILR, born and brought up here in England and aged 8 and 14. Can she apply under this following category, we are confused please suggest. We found this on MN1 guide.

If a child lives in the United Kingdom for the first 10 years of his or her life, an application can be made under section 1(4), even if the parents are not settled. A form T should be used for this purpose.

It's temporally impossible for an 8 year old child to apply on form T under Section 1(4).

However, both are entitled to register on forms MN1 under Section 1(3).
