uk spouse settlement visas

My husband applied for his settlement visa to the uk in september 2007 after our marriage. We have a child together.
We were told that it would take up to three months to process the application but yet to this date no joy. We have been in touch throughout with the British Embassy and have got no where further forward they are so rude and very unhelpful. How long does it actually take and is there anyone I can speak to within the home office team? as the Embassy have refused to give such information.
