Getting married on a Visitor Visa?

Dear all,
Just a quick question please, my partner is currently entering UK with a tourist visa (Thai's passport) and about to go back to his home country as he's currently full-time employed , and we have been to Registrar office to get married, which we successfully have given them our notice of same-sex marriage. Now since I have been informed that we have to wait til 28 or otherwise 70 days for Home Office's investigation scheme, I wonder what is next and what to do? Once if the home office advised that the marriage should go ahead, shall he apply the proposed marriage visa from his home country.

Why did you not apply for the Marriage Visit visa in the first place?
