English test (A1 or B1) without having Passport

Hi
We have a Tier 1 Entrepreneur Extension application in home office. Its been more than 7 month we still waiting for the decision. I am eligible to apply now for ILR (LR). My wife will apply FLR(M) as my dependent. For this she need to take a A1 or B1 English test. But the problem is she has her passport held in home office now and she cannot take this English test without having her passport. I have sent a letter to home office explaining the situation but could not get response.

Is anybody have any idea how do I get her passport back without withdraw her current application in home office. Or is there any other way she can sit for this test.

I have contacted lots of test center including Trinity college and IELTS, but no body agree to take her test without passport or BRP. They are not allow any certified copy or any other letter from home office as well.

If anybody faced the similar situation please give me an advise.

Some centres apparently accept driver's license.

Alternately, make another request to HO.
Applicants can request the return of these documents to take the test if they have submitted an application for indefinite leave or limited leave.
