IHS fee or not??

IHS fee or not??

I sent my settlement application away for my wife and two kids last week and have already heard back from them for one of my kids. They are asking for me to pay the IHS surcharge, but I dont understand why. They are both under 16 and therefore should be exempt should they not? And why only ask for one of my kids and not both? Which is correct?

I also notice they have my daughter a "lead applicant" whatever that means, rather than being grouped with the rest of them. I feel something is not quite correct but there is zero way to contact these people, it's really starting to annoy me.

I don't think that age is a reason for an exemption, unless child is also in the care of an authority.

I tried to contact them via the email they provide but nothing. I have no idea why they have asked for my daughter but not my son. Surely it would be one or the other.

Guess I'll just pay and see if the ECO will refund it during the process of the application....
