Irish visa

Hey,
My sister applied for an Irish visitors visa under Eu family member. She was meant to go on holiday with me and her visa application was refused. Here is what the entry clearence officer wrote.
You base ur application for an Irish visa on the provision of Article 3(1) of Directive 2004/38/EC("the Directive ") I.e. that you qualify as a family member of EU citizen exercising free movement rights and has been considered strictly in accordance with that Directive I.e. not Irish law by way of statutory instrument No.548 of 2015 European communities (free movement) Regulations 2015.
Regulations3.(5) "qualifying family member" as follows: (I) the union citizen's spouse or civil partner
(ii) a direct descendant of the union citizen, or the union citizen's spouse or civil partner, and is- (I) under the age of 21,or(ii) a dependent of the union citizen, or of his or her spouse or civil partner, or (iii) a dependent direct relative in the ascending line of the Union citizen, or of his or her spouse or civil partnerI am not satisfied that u have sufficiently demonstrated that u are a dependant of an Eu citizen from whom u can derive right under the directive.
In accordance with Directive 2004/38/Ec and on the basis of the information included in ur visa applications and the supporting documentation u submitted, INIS has undertaken an extensive examination of your personal circumstances and has found that u failed to prove that u qualify as a beneficiary of the Directive.
You may appeal this decision with in eight weeks of this letter by writing to the visa Appeals officer at : please can any of the moderator advice me on how to appeal their decision. Thanks

Is the aim to go on holiday in Ireland?
Are you the sponsor?
EEA national?
Where are you residing?

If you are sponsor then your sister is an extended family member not a direct family member.
Under EU law you would have to show sis is dependent on you and/or she is a member of your household.
