Mother's visit visa rejected

Hi, i really need some expert advice, as i am very upset as my mothers visit visa got refused.

My mother is pakistani resident, divorced she lives with my sister who is married, my mother also visits my brother in UAE on 3 months visa. she has to exit after every 3 months so she spends 1 week in pakistan then goes back to UAE on 3 months visa she has done this 7 times. so that makes it 2 years in total.

This time she decided to visit me for 2 months, so i sponsored her i gave following documnets:

Sponsorship letter from me and my wife
My mortgage documents.
My 6 months bank statement & 6 month payslips.
Savings account statement.

My Mom
retirement letter
pension payslips 6 months & bank statements
divorce letter
letter from my sister that my mother lives in her house.

yet she got refused

"You have not declared or evidenced any asstes. you state you are divorced and live with your daughter in pakistan, however the only evidence of your daughte is a copy of her passport. I note you have another son in UAE and you visit him but you have not provided evidence of his circumstances or of any other family members in pakistan. i am not satisfied that you have established the strenght of your ties, through stability of your personal and financial circumstances, is such that it represents a strong reason for you to leave the UK after limited period as stated by you."

any suggestions? thanks in advance

Regrettably, her frequent stays in the UAE have probably weakened her roots to her home country. Visitor visas for parents have become increasingly difficult to obtain since the route to settlement for adult dependants was virtually closed in July 2012. I say this from personal experience.

Mom clearly has minimal ties to home as she has demonstrated she can just as easily live in another country.
So it may not be possible to convince ECO she won't just decide to stay in UK.
Especially as they decide on a 'balance of probabilities'.
