Tier 2 - Move to council flat

Tier 2 - Move to council flat

Hi all, I have a question here about a work visa and property I live. I live here under work visa and now live in a private flat and considering to move in with my partner. I found the document (https://www.gov.uk/government/uploads/s ... _v13.0.pdf)

and it says ..."A joint tenancy cannot be granted to 2 or more people if any of them is a person subject to
immigration control who is ineligible for local authority housing. This applies both to local
authority housing and to housing which is provided by a housing association as the result of
a referral from a local authority. A sole tenancy may be granted to someone who is eligible
(for example a British person or person settled in the UK) but whose spouse/partner is not
eligible. The ineligible spouse or partner is not counted as accessing public funds as a result
of this."

I don't quite understand this, so it means we can't have a joint tenancy as I am subject to immigration controls. Then how can I legally move in and live with him in this council flat without affect my work visa status?
