180 day rule for PBS Partner for ILR

Dear All,
The statement of changes of Nov-2016 seems to have introduced 180 days stay requirement in last 5 years for ILR for the PBS dependents as well, which previously was not there, May I please have your comments on this as the relevant part of this segment/rule is not very clear.
