Tier 2 ICT Long Term Staff to Tier 2 General switch

I have couple of questions, please see if any one give me some answers or suggestions, Please.

1. I came to UK in March 2009 ICT ( Employer X) was valid upto june 2011. but returned back in June 2010.
came back to UK again in August 2013 (Employer Y) ICT Long term staff and its valid up to Aug 2018.

Can I switch to Tier 2 General with in UK? or apply Tier2 G from outside UK?

If not, is there a cooling off for long term staff visa holders? if yes, whats is the cooling off period duration ?


Since my wife can apply for Tier 2 General, any pointers on visa sponsors details who can do for us?
