EU1 application refused

Hi everyone!

I'm a non-EU married to an EU citizen(British) living in Ireland 13 years.In 2015 I brought my son to Ireland after he lost his job in my home country. He studied English for a year(on a student visa) and then we applied for a EU1 residence card as Child (over 21 and dependent). We sent all documents apart from one:* Evidence of dependency of the spouse of the EU citizen*. I wrote a letter to them explaining that I couldn't find the Money transfer receipts proving that I sent money to him and his grandmother(He lived with her at the time). As you may guess, He got a refusal letter and 15 days to request for a review. He has no home to go back to. His 2 siblings already live here with us and he wants to stay with his family in Ireland. I finally found the receipts but they only cover 2004 to 2009 after that he was supporting himself. Also before Christmas, we got a letter from EU treaty asking for other documents that has nothing to do with his application. I look up on INIS website and the documents they were asking were for EU1 A for a member of the household(which is not his case). That made us very confused.

Question is Can he send the receipts with the EU4 form or should he make a fresh EU1 application. My husband was made redundant in the meantime, will that be another reason for them to refuse again?
I would very much appreciate if anyone can help.

If son has not been dependent on you since 2009 then his only option may be to demonstrate membership of household as an extended family member (instead of as a dependent son/direct family member).

That's probably why you received follow up questions and forms.

If hubby has been in Eire over 5 years he may well have acquired PR by now;
in which case no need to exercise treaty rights so redundancy won't matter.

Letters;
Bills;
Electoral roll;
etc

age is problem, over 18 is hard to prove dependent until unless some disability. they considerin him as EFM.
