ILR Question

Is it possible that after 4 yrs on dependant visa and 1 yr on WP that someone can apply for ILR? Or do they have to spend another 4 yrs on WP?

Unfortunately not, you need 5 years on WP or WP+HSMP. What visa is your partner/spouse on and how long has he/she had it?

Its not a continuation. The parents not partner have had their wp for 6yrs and ILR for over a year now.

i know a girl applied for ILR after being on dependent visa for 5 years.

Why didn't the parents apply for ILR for their dependent at the same time? See also paragraph 198.

If s/he is now on a wp, then s/he is no longer dependent on the parents and cannot qualify for settlement at present.
