Good Character Requirements - please help

I acquired my ILR in 2006. I was involved in a car accident with a provisional licence in January 2012. My case went to court and I pleaded guilty by post, I was fined, I paid off the fine before December 2012. In 2013 I wanted to apply for BC, and I was advised to wait for 5 years as the case was in court. I am planning to apply for BC again this year 2017 through NCS and I was asked how much i was fined, but i coouldnt remember and was advised that I should go back to the court and get written information of the fine, including the date I finished paying so this could be included in the application because the lady said my 5 years can start the day I finished paying the money or the day I was convicted.

I called HO, and they said I can apply after 3 years, but NCS says 5 years. Will this affect my Application? Please I welcome your advice.
