Fixed Penalty Notice declaration

Dear Gurus,

The enforcement officer issued me (Fixed Penalty Notice –FPN) today for dropping cigarette butt on the floor, it was £80 and I paid it in the same time.
My question is:

Should I declare it in my extension application form?

It is not a criminal convection, and it is not under rehabilitation offender act 1974.
