Refused Tier 2 general(extension)and current visa is expired

Hi all, I need urgent help as my current visa is expired. I don't know which way to go???

I applied for Tier 2 general (extension) on 15 Dec 2016. On 15 Feb 2017, I got letter from Home office that refused my application as I did not award point for my sponcership. By that time my visa is already expired on 14 Feb 2017.

I will not do administrative review to Home Office as they made right decision. I just relised that my company made misculcualtion on my salary which must base on 37.5 hrs. but in fact I work 40 hrs. Therefore, they showed my annual salary lower than Home office threshold.

I have already got new CoS from company with right salary. What can I do next as my current visa is already expired

1. Can I propose my new Cos directly to Home office and ask them for reconsideration? All my supporting doccuments are still with them.
2. Do I have right to reapply even my visa is expired? (I got decision letter after my current visa expired already. If yes, How to do?
3. I plan to apply for the Indefinite leave to remain UK on 10 years route in 2018. Will this overstayed period counted into 10 years?

I look forward for suggestions as I need to sort out quickly. Now, I have to off from work because of no visa.
