parents’ visa issue

Hi There,
One of my best friend needs help for their parents’ visa issue. I hope someone can help on his issue.
He is a British citizen and his parents came to UK several times on visit visa. When they visited him last time they applied for FLR (FP) on their medical grounds. This application was refused with appeal rights. Judged has refused their appeal due to unavailability of medical evidence. However with new medical evidence they applied FP application again on April 2016. His dad is 78+ and mom 72+. Both are having medical issues, especially his dad having some sort of losing memory.
They haven’t received any decision yet on their applications. However today they received just IS-96 form for them to report at enforcement centre every 4 weeks’ time. They are not happy with lawyer as he is not helpful and busy every time.
Please can anyone help on below questions?
What’s happening there?
Can my friend go with them inside?
Do you think they will detain them?
Why they sending this letter after 10 months?
Does it mean that their visa has refused?

Please help on this. He is already stressed out on this. According to him, he cannot send them back home because they need his help and no one to help them over there.

He can pay for help back home can't he? Or relocate back to home if it's important to him.

Your friend can not accompany his parents into the reporting centre.
Yes there is every possibility they will be detained if not at the first visit then at a subsequent visit.
Why so long before reporting - appeal now dismissed so essentially now removable.
The visa has been refused once already and so has the appeal. A visa application under the same grounds does not give them the right to remain. There is a chance that they could be served and detained at reporting. Assuming HO have their passports then it would be a swift exit thereafter.

Why did they enter as visitors instead of applying for the correct Adult Dependant visas? However, even an ADV application submitted in their home country would have stood little chance of succeeding following the tightening of the Rules in July 2012.

Sadly, this is an example of why visitor visas for elderly parents have become so difficult to obtain.

How are they covering the cost of any medical treatment while they are here in the UK :?:
