I have just come across this link on applying to join family living permanently in the UK https://www.gov.uk/join-family-in-uk

Would this apply to elderly parents or widow? Does it mean a British citizen can bring his/her widow Mum permanently in the UK?

If so, what is the process please?

The most difficult visa to get. Very expensive too. Almost 100% refusal rate since rules were made tougher in July 2012. Applying and getting a refusal will close the door on any future visitor visa application. The very small number of successes have been through lengthy and expensive court process, mostly for applicants refused before the July 2012 changes.

The UK does not support 'family chain' migration.
