FLR FP 10 year route

Hi Guys

My wife is on a 10 year route I know that my solicitor told me she don't have to Take an English test at all only if your on a 5 year route so this means she only needs to do life in the UK test just before her 10 years finish so she can apply for ILR.

But why dose it says on the FLR FP guidance note when appying for extension she need to know English meaning she needs to take the English test.

Can someone send me a link where is says someone is exempt taking the English test on a flr fp 10 year route.

Plus dose she need English test for settlement after she applies for ILR after her 10 year is up.

Plus she is exempt cause it says on the website someone living in the UK with discretionary leave.

She has discretionary leave then no need to take English test right when applying for ILR
