Refusal British Citizenship

Toeic.
My application for naturalization was refused because of TOEIC, but HO did not revoked my ILR.On my BC refusal letter said that if I wish to apply again Naturalisation it open to me as a fresh application at any time...
On my friends refusal letter said that application made before 2026 is unlikely to be successful.
My Toeic certificate was invalid and i havent been called for the interview,his was a questionable and he went to HO for the interview.
why is too different refusal letters on same issue? please share your experience.Thanks
