EEA PR / CSI (yet another?) question

Hi everybody,

First of all thank you for being around, I did find a fair bit of useful information simply searching on this forum. I did find a thread similar to my question (this one) but my situation is slightly different.

I am a french passport holder. I first entered the UK in 2009 as an undergraduate student. As many here have found, I was never told or have never seen mention of the need to buy a private health insurance policy. I had not heard of the EHIC, either. That's the main blocker to my EEA PR application. Note I am referring to the 2009 - 2014 period

However, I do have something that might help, I would appreciate your opinion on this:
  • The French NHS (CPAM) provided (at my request) a formal attestation letter, stamped and signed by a branch director, to attest of cover during the relevant period 2009 - 2014. The letter does *not* mention anything about providing cover in the UK, although that was the case (NHS had the ability to claim, through me, reimbursement from the CPAM).
  • In 2013 I had surgery done in France and have the bills to prove the costs were covered over there. Is this useful (albeit not sufficient) evidence to back up my claim? Is it worth including as many of these as possible or are they superfluous?
What I would like to do is request a different, more explicit letter from the french CPAM, with (hopefully) some keywords in it that may convince the Home Office that although I did not explicitly hold an EHIC, the level of cover was essentially the same. Which elements do you believe are crucial in that letter?
