EEA Housewife - eligible for PR as direct dependent member?

So here is the scenario.

2011 - both me and my wife came to UK. I have started working full-time and my wife is raising our kids
2016 - I applied for PR and successfully obtained it

Can my wife apply for PR now as direct family member, having me as sponsor? (no CSI is in place)

Then your wife will qualify as a spouse of an EEA national.

But they have been mentioning that spouse will need to have CSI in place. That's not the case?

But as you have been a worker and have PR status over the relevant period, i dont believe that such is the case.
