Tier 2 to Tier 2 switch and IHS Refund

Hello everyone,

I just have a query regarding switching Tier 2 to Tier 2 and wether an IHS refund is legible

I have applied for my first Tier 2 visa from outside the UK (Egypt) and paid for my IHS subcharge (USD:300)

I then shortly made a switch from a Tier 2 to Tier 2 due to change of employer inside the UK where i had to pay a new IHS (400 GBP) as it was for a 2 year period.

I contacted the UKVI and they have told me that i should expect a refund on the first one within 3 months. Since i haven't received the refund after 3 months , i called them back again and they said i should mail the UK Visa Office which i did

2 months after that without response , i called again but they said this time that i am inelligible to get the refund since my first application was successful and i chose to change employer and thus that doesn't count as paying twice.

Since i have been receiving contradicting information and the information here: https://www.gov.uk/healthcare-immigrati ... on/refunds

is very vague, i was hoping for your expertise and wether you think an IHS refund here is appropriate or not

I don't think there will be a refund in this case . As the refund policy on gov.uk says
You’ll get a partial IHS refund if your visa application’s successful but:

you get less time on your visa than you asked for
any dependants on your visa application are refused
You won’t get a refund if your visa application’s successful but you don’t come to the UK or you leave before your visa ends.
switching visa might fall in to the category of "if your visa application’s successful but you don’t come to the UK or you leave before your visa ends" or when you switch to a different category.
