Received Pernament Card but no Passport

Hello everyone,
I hope someone can help us out, the story is long and I don't know even how to start, in mid of 2012 my partner submitted application for visa (sorry I don't know which one exactly) in September 2014 he still had no answer back from HO and he changed his application for Pernament Resident card in September 2015 he got refusal of the application which end up on appeal in September last year 2016 after 5 weeks of waiting we received good news for us and appeal has been approved, one week later my partner got an letter asking to send his passport to the HO, the next working day we just send letters that passport should be in department of previous application. End of January this year parter received his RC but till this day no other docs, I am bit under the pressure to get his passport back as I can't get passports for kids. We tried to call HO but just got advised us to request the passport online but now after 15 days it didn't arrive, it seems to me this passport is lost, which kind of action we should do ? Can anyone advice us please.

Contact the department where he send his passport initially and request it back from them
