Tier 2 Cos Cancellations and Issuance

Dear Admin,

Iam in Tier 2 general and got a job some months back where they have issued a CoS. (far away from my place).

I got another job close to my place hence i told the employer (the above one) that iam not joining and to cancel the CoS. They also accepted and said they will cancel it.

I want to know, Once it is cancelled is there any time frame where the new employer need to wait before the issuance of new CoS ? Will there be any conditions that they have to follow for new Cos issuance after the old one is cancelled.?

Please advice.
