Got email from HO annual CAS/CoS allocation expiry in 1 mth

Hi,
Yesterday I submitted my form online for my Tier 2 General VISA extension.

And today HR received an email as 'Reminder: annual CAS/CoS allocation expiry in 1 month'
Which says like this
"We sent you an email two months ago to notify you that you can apply to renew your allocation of Certificates of Sponsorship (CoS) or Confirmations of Acceptance for Studies (CAS) in Tier 2 (General) . You have not yet submitted a renewal request.
This allocation will expire on 05-April-2017. If CoS/CAS will be required beyond this date, a Level 1 user will need to submit a request, with the authority of the Authorising Officer, by selecting 'Request renewal of annual CoS/CAS allocations' from the 'Licence summary, applications and services' menu in SMS. There is no fee for this request type. "


On 23 Feb, we made a telephone call(premium service/paid £200) and requested COS allocation. We were granted on the same day.

So I am confused as hell why they sent such email?
