Home office 14 or 28 days to appeal to upper tribulnal?????

I did the spouse visa application from the u.k. my wifes in Pakistan. solictor told 14 days which would of made today the last chance they would of had to appeal. But the letter states:

"Where the appeallant is outside the United Kingdom; in which case any application must be provided to the tribunal so that it is recieved no later than 28 days after the date on which the party making the application was provided with the written reasons for the decision."

But Home Office are in the UK, so their deadline is 14 days.

They way it is worded it says the appellant who is my wife if she is not in the Uk they have 28 days ??
