Entering Ireland with permanent residence permit in Germany

I am a Russian citizen holding a
permanent residence permit in Germany.

Do I need a Visa to visit Dublin?

On what basis were you issued permanent residence?.

on §18B - baced on previous residence (study and work tohetjer for 6 years)

You will need Irish visa.
