PR card replacement???

Hi, I'm a Italian citizen living in uk, in March 2014 i received my bluish PR card but after that my Italian passport expired and I renewed it.
In the home office s letter they say that I MAY HAVE to reapply for a new PR card if I renew my passport.
I been to 3 solicitors and all of them they said that I don't have to reapply for a new pr card cause this card is separate from the passport and they said that this rule was applying when the permanent residence was a stamp in the passport and so u could not transfer it to a new one when it expired.
I phoned the home office twice and one time they said I don't need to reapply and a second time they said they believe I have to...im really confused. I never been out of uk since then and my PR card has not expiry date on it
