My parents visitor visa refused need help please everyone

Hello hope are fine guys. My parents and brothers visit visa is refused from UAE. The ECO put objection on Bank statement and Ties. My dad shows bank statement of approx 21000 pound for six month. its was a joint bank statement with my brother. My dad is doing business with my brother.
The eco put this objection on his statement. you are stated that you are self employed as a partner of xxx company and earn ead of 3354.06 pound. While i accept that you are employed as stated. the documents you have provide do not demonstrate that you earn the level of salary that you have declared. For example i note from the bank statement of joint account you share with your son that there are regular credits might correspond to your stated salary. I also note that the credits made to this account are low and rarely exceed 447.02. my father is doing retail business how can we make sure in a business how much we make every month. Some times they make more and some time less. All business is in cash in uae. they paid rent and all other expenses in cash.

Second objection was that you do not have strong ties in U.A.E. Because they were traveling with my two brothers. Me and my sister lives in UK. My father have only business in dubai and flat on rent.
My dad is doing retail business. these kind of business are work out in cash. he just put his savings in this account after paying all his expenses. I need suggestion on this please.
They are going to reapply with new evidences. My father and mother is from Pakistan and retired. They have more than 100000 pound assets own their name. They are getting every month pension in their pakistani bank accounts. Can we use pakistani bank statements for proof of funds. The second can we use all pakistan property documents as a ties. Because they are dual resident of pakistan and UAE. Some one told me that they are applying from UAE. So they have to show ties only in UAE. My parents already visited UK in 2010. Please guys help me out in this. What should i do know. Can we put pakistan bank statements to show further income and their property as a ties. Because they are dual resident.

according to visit guidance he applicant has few or no family and economic ties to their country of
residence, and has several family members in the UK - for example a person with most of their family in the UK and no job or study in their own country may be considered to have few ties.

In this rule they just put country of residence ties. My parents pakistan property and bank statements will help them or not any suggestion guys. According to income tax rules they are dual residence of UAE and Pakistan.
