Someone on Dependent Visa...

The link mentioned below (http://www.workpermit.com/news/uk_immigration.htm) says that when the new system (tier 1) comes in, people on dependent visa, who has completed a degree in Uk would be eligible to apply for IGS. Is that right?
As I understand currently someone on student visa only can apply for IGS.

I have recently completed AAT and I am on dependent visa. Would AAT be considered as equivalent of a degree? I have seen that current rule says that it has to be degree, masters, phd, certificate, diploma. But it does not says about qualification which are equivalent to degree like AAT. Could anyone advice on this please?
