Apply EEA QP and EEA residence card (EFM) online

Hi I have a question regarding to our EEA QP and RC application.

My boyfriend is a French and I am an Chinese. We have applied for EEA QP and EEA RC (EFM) together. We applied online since my boyfriend can apply for EEA QP online and he can add a family memeber with his application. However after we finished the forms, we found the online application forms are much shorter than the paper application forms which I downloaded from the HO website.

So we are a bit confused. Does anybody know this? Are they the same application forms?
