biometric resident permit problem

Hi my wife requires a replacement BRP because our solicitor lost it as well as both our passports . So the question i have can my wife get a replacement BRP with an old expired passport or does she need to get a new passport first . Secondly the BRP has been reported as lost but we are due to move address at the end of the month does she send away change of address before or after she gets new BRP .
