EMERGENCY UK visa needed-dying family member in UK

I am in need of some urgent advice on behalf of a friend who is seriously ill in a UK hospital. She is from Libya, 25 and critically ill in a UK hospital. She was granted 5 years to stay in the UK under humanitarian protection on health grounds a few years back. The home office are therefore aware of her health condition.

Her family are In Libya and need to come and see her urgently, as I don't think she has very long left. However, they will need to go to Tunisia to get the visa and the processing time for the visa usually takes 3 weeks, and can take up to six weeks. They cannot wait this long. I have been researching and cannot find any information about whether a visa application can be prioritised/ processed quickly in exceptional circumstances like this one.

Any advice appreciated! I tried calling the Libyan Embassy in the UK and they were absolutely useless, they directed me to the UK embassy in Tunisia who don't deal with visa enquiries or with people who don't hold a British passport.
