Name Change - UK Spouse Visa Renewal

Hi,
I am a British Passport holder settled here after getting ILR through 5-year Tier-2 ICT route. My wife and kid are living with me in UK for the last 9 months. My wife holds a UK Spouse Visa which due for renewal by 15th Oct 2017. And my kids visa is also due for renewal at the same time.

Surname/Familyname/Lastname change:
My wife has her father's first name as her surname in her Indian passport and UK Visa which is printed on her Indian passport (NOT BRP). Now, we want to change her surname to my first name. I understand that the following has to be done,
[*] Apply for a name change in Indian Passport through VFS-India (Name change after marriage so we can use our marriage certificate)
[*] Apply "Transfer of Conditions" TOC through UK Immigration so that they will provide a BRP card with the updated surname.
[*] Then apply for renewal with the new Indian Passport & UK BRP card - all containing my first name as her last name.

Query
[*] Since her renewal is not far way, after getting the name change in Indian Passport, can we directly go for UK visa renewal through post (FLR-M) i.e. giving both the indian passports? Without doing that TOC step.
[*] Even though her visa is valid till Oct-2017, can we apply through post (which takes 8 weeks approx) by mid of May (or) early June? Will they accept for processing? Because we are planning for a trip to India in Aug 2017.
