Priority Visit Visa service from Pakistan

Please can someone confirm whether the priority visit visa service (for parents etc.) is still available from Pakistan.
can I apply online on a website where I fill all the details and make the payment. All she then has to do is go to VAC for biometrics.
Please confirm the fee for this also, if the service is available.
