You need another 24 months worth (or two full years for two employees if you are post transitional) during the period after the extension up to ILR (the period waiting for the extension does not count)
All those who hire for 24 months, then stop, then hire again clearly are not genuine entrepreneurs in the sense of building a sustainable business. They are hiring only the min to meet the rules of the visa but not the spirit. While we have not seen this yet, I would expect (and hope...) that HO clamps down on this clear abuse of the system. Again, there is no evidence this has happened yet.
Of course when it happens everyone will come running to this forum complaining and looking for solutions.
