Tier 5 - age query

Hi,

I understand from previous discussions that the age at the date of application is the relevant date and that the visa expiry date is 24 months from the visa issuance date.

I will be turning 31 in the next month. Does that mean in the application, I will have to fill in my "Date of planned arrival in the UK" to be before I turn 31? Or will it still be okay as long as at the date of my application I am still 30?

E.g. I am 30 y/o now and will turn 31 y/o on 24 April 2017. Can I make my application today, and travel on 1 September 2017?
And if this is okay, will the 24 month visa clock start ticking on:
- my intended arrival date into the UK; or
- the date when I made the application; or
- the date when my visa is granted?

Advice would be deeply appreciated!

"40. Please refer to paragraphs 101 to 104 of Appendix A of the Immigration Rules. You can
claim 10 points if you:
•will be 18 or over at the time your entry clearance becomes valid for use;
and
were under the age of 31 on the date your application was made
