Changing name on Romanian passport

I have quite a complicated question, I am not quite sure if I should ask it here, but I thought I might give it a try. What is the procedure to change a name on a romanian passport in the uk? Can it be done at the romanian embassy/consulate, or does it require a trip to Romania to get it done? I've been looking everywhere to find an answer to this question, but I can't seem to find it. I have e-mailed the consulate but they don't seem to respond to them. I have also tried to call them, but they seem to only understand romanian, which I can't speak. Is there maybe anyone who happens to know the answer to this question?

Thank you very much for your reply! So basically he just needs to reapply for a passport with his changed name. His name is already changed offically in the UK, so I'm guessing he should just bring those documents with him to opt for a name change on his romanian passport. So does this mean he could just go to the embassy of Romania in the Uk, apply for a new passport with a changed name? One more question, is it necessary to have an identity card while applying for a new romanian passport or not? Because I've heard getting a romanian ID card is quite a hassle, and actually requires us having to go to romania to get it done. Or is there something I misunderstood about this?
