Duplicate Citizenship Certificate

I have a question regarding a duplicate citizenship certificate. I have requested the Home Office to give me information on whether they have records of a certificate. I have been directed to apply through the NC form however this will cost £198 for a certificate that might not exist. Does anyone know if you will be given a refund if you request a certificate that doesn't exist?
