From which date to start counting the days?

For Non-priority Spouse Settlement Visa applied from New Delhi VAC the timelines are:
98% cases in 30 days
100% cases in 60 days

Which date should I start counting the days from? "Date of Biometrics" or "Date of documents reaching Sheffield"?

My wife had her biometrics done on 21st Feb 2017, documents reached Sheffield on 28th Feb 2017 - am I in 98% cases or the other 2?

These are working days. Are you excluding Saturdays & Sundays in your calculation? No one can tell you whether your application will be one of the 98% decided in 30 days.

But of course... I'll not count Sat/Sun - but if I count from 21st Feb (date of biometrics) - I've already completed 30 days.
However, if I count from 28th Feb (Date of documents) then I guess we are still under 25 days at the moment?
