Question :
Can a application for a British Passport be made following confirmation that the citizenship application was successful before attending the ceremony?

No. You are not a British citizen until you have attended your ceremony. Also, unless you applied through the NCS using the JCAP service, before the British passport can be issued you will be interviewed.
