Theresa May has conceded to the EU demand that there will be no negotiations on a deal until the UK leaves the EU and as a result a transitional arrangement period will be put in place. The EU has made clear freedom of movement will still apply during the transitional period as well as Jurisdiction of the EU court therefore those who have applied for residence cards now may still have time to acquire PR in the normal way. I believe this would also apply to Surinder Singh family members.

Judging by the reports in the media, it is unlikely there will be changes to EU rights until the transitional period is over whenever that may be.
