FLR FP 10 year parent route visa extension

I have some questions when my wife come to apply for ILR I know that she don't need to do B1 English Test as it says on https://www.gov.uk/english-language/exemptions someone living in the UK with discretionary leave are exempt is this correct.

Plus I wanted to know does my wife need to do life in the UK test or not.

Extension of FLR (FP) or ILR dont require English langauge test.
