PR under section 5 (cease work)

Under the immigration law 1052 of 2016 section 5, a person who ceases work after living in the UK for 3 years and having worked continuously for one year is eligible for permanent residence. Does anyone know the way it is applied?
One gets it after reaching state pension age. However if one ceases work after reaching pension credits age is he eligible?
