Missing BRP

Hi all, Good morning!My PR was granted and issued a decision letter on 19th of march,that I will receive the BRP card within 10 working days and it has mentioned that I have acquired permanent residency 10th march 2016, but its almost a month now I am still waiting ,I did contact the home office they replied that my quire has been passed to my case worker and he will contact me directly and for further inquiry I have to contact the case worker ,but since the home office reply its again more than a week no contact has been made,My lawyer said nothing to do at this point.

1) Is it normal,that delay to receive my BRP?
2)Am I eligible to apply for passport now as I acquired PR 1 year ago according to the decision letter?

please help me with the answer what to do next?

NB: I am an ex family member of an EEA national,we divorced end of 2015.
