Immigration skill charge related to visa applica date or cos

My Cos was assigned in feb 2017 valid until may 2017. My employer has to pay immigration skill charge if I apply for visa after 6 april or is it exempted. Is this immigration surcharge applicable on cos assigned before 6th april. Please advise. I mean this surcharge corresponds to the date of application of tier 2 visa or to the date of COS when it was assigned.
