Application for permission to appeal

Hello, I just want to enquire that is the procedure for "an application for permission to appeal to the Upper Tribunal".

Me and my wife won a first tier tribunal appeal, however, I got a letter in the post today saying that the Home Official is making an application for permission to appeal to the Upper Tribunal and I will be informed of the result in writing. Does anyone have a link of the time-scales involved and what happens.

Also, does the Home Office usually appeal first tier outcomes as they were some unusual circumstances.

The Home Office appeals all the time if there is an error of law in the case.
